Everyone gets one vote. Every 250k $VOTE you hold adds another 1x on top.

Nothing to connect and nothing to sign, so we cannot prove an address is yours. What we can do is make sure only one person uses it: an address belongs to whoever enters it first, and is refused to everybody after that.
